Even though there are different interpretations and feelings towards the word, the word still retains it's original definition. No matter how many apples grow, despite being different sizes and colors, it still came from one seed. You are just picking apples, while Lukecetion is excavating it's roots.

For some reason a lot of people don't agree with you, and not just on the forum.
You also have to realise that words change meanings over time, and they often have different meanings based on the communities they're used in.
Just because the word meant what you said in Japan, in the year 2006, doesn't mean it means the same thing now.

That link you provided... The first and highest ranking answer states that they aren't even sure themselves. The one underneath it is directly against it. The following makes only one reference and example of the term, in a sexual setting. The next following comments explain the origin of it and the meaning within Japan and as a genre, that is a sexual setting. So you just provided me with more ammo. (Great job.)
As far as the genre cares, "Loli" refers to young girls or young looking woman aimed towards a audience to provoke a sexual response from them. Also, yes words change meaning over the years. But as of 2016, "Loli" in Japan and in media means what I just said. If you want, then I can probably check for you when I go to Japan in a few months, if you are bothered enough by this to wait that long.

You want me to tell you what I think of that picture in a single word? That is also of Japanese origin? Well fine.
My answer: Seinen
Though I assume you were trying to either get me to directly deny it being Loli or stating that it is Loli. Both which are wrong, and even if the original character is such then whomever made this image didn't try to mimic that style. Thus it falls more towards being "Seinen" than "Loli". The art style that is. It's a bit hard to fully analyze character traits based on a single image. Not that I would be a valid source to identify "Loli" to begin with, so as far as instantly identifying it goes, I would probably be a really horrible choice for a person to ask. (Picture wise.)

That being said, within Japan "Lolicon" is also used to describe a specific character personality, but to avoid confusion it is more commonly referred to as "Erotic-Cute" or "Erotic-Kawaii". Outside of Japan, the term "Lolicon" is more or less specifically used when someone are talking about the genre.

Lolicon isn't derived from lolita. Lolicon is someone who is into young looking girls, it's not a genre, it's a personality trait.
Lolita is indeed the name of a Russian book, and lolita means "sexualised girl", to make it easier for you, slutty, revealing etc.
Loli is a further abbreviation of lolicon, though it is originally from lolita, and has the slang meaning of a young looking girl.
