Where should I put my promotion directory?

I am starting a forum promotion style and I am questioning where I should put the website dictionary. Should I have it on the home Tab or under Services tab which only viewable if users click on services? I am using the Mytab plugin if anyone was wondering. Thanks I appreciate the feedback!

Where do you recommend the promotion dictionary should be placed "Home/index" or "Services". However, the promoted websites will not be displayed in the home page, but promotion is one of my services. Does it really matter?

Well if people are going to paying for promotions then it should go in services, other than that, it should go in index, just my preference though.

Ok thank you I think I will put it in services where my users can promote there website then my staff can move it to the dictionary on index.
