This may be weird because somehow upgraded users will have the right to limit newborn accounts's posts but i'll explain it just down below.

We all know there is no actual way to stop leechers from joining the forum at all, but we can hopefully limit it.
For example users with X minimum requirements can submit for a staff manual verification to get the permission to limit a new user posts if he's just spamming around until a staff member get online to manually review it. And if an abuse is detected he'll have to face the consequences of course.

Min requirements example:
-Upgrade
-Active member rank

It can work like it can fail.

Yeah, I like this idea. There either needs to be a system in place where users that meet certain criteria can take action, or more forum moderators need to be added. There was a similar spammer in the Minecraft forum yesterday, and there are loads of low quality replies on threads.

On the other hand, the report button is pretty useful. It helps the staff find these posts/users more easily and can clean the forum.

Could be a great function implemented as it is getting out of hand. Maybe not give the members the powers to limit the user's posts, but instead just giving them the option to temporarily hide them until a Staff Member gets to it and decides if it's worth to delete/ban or not. That would help regulate the system and make the forum look cleaner for a higher period of time, right? Another thing that might help make it look cleaner would be making mandatory to add a profile picture in order to post or unlock leaks maybe? In my opinion that might be really nice.

OP's original idea seems pretty nice!

We kinda already do this. It's called sectional moderators.

I totally understand what you mean in terms of new members need to have their posts approved until they are considered not a leecher and I agree. I think I actually mentioned this to Aoki but the truth is that they could still abuse the system. However, I think it's the best bet but would also be bad. The reason I think it could be worse is if an actual non-spammer joined and they couldn't engage with members they might just leave meaning we lose a high-quality member.

Again though I think we should have a manual approval system, I did recommend this and remember doing so but can't remember the official answer. When a new member registers they should not see the leak sections period, they can only see general discussion threads and also can't see stuff like the Marketplace and Contests & Giveaways. Once they've made 30-50 posts they then open an appeal thread (similar to ban appeals) and explain why they deserve the chance to access the leaks section.

That idea alone might discourage leechers as when they join and realise they have no chance without manual approval. They'd leave or change their tone and become more engaging as if they didn't they know they wouldn't see a chance to get into those leaks which is why they joined. Heck, let them view the leak section and threads - remove permissions to reply in the according to sections. Allow them to share since it would be beneficial in their review process.

That's just my thoughts on the matter Aoki.
Please read the award requirements here before applying for them.

So pretty much you're asking for a fancy new report system? What's the difference between reporting someone and using your new system?
That it will hide their posts?

It does though. When you give selected users this privilege they are mods. We need more sectional mods.

His system stops spammers in their tracks, by preventing them from posting when a verified member reports them. The spammer will be locked until a mod reviews the reason why they were locked.

As Aoki mentionned in the Section Staff Recruitment

What you'd be doing:
  • Managing the sections, moving threads, deleting spam and low quality posts etc

  • Improving the overall quality of sections with your personal input
What you get:
  • Extra swag with a postbit background and second usertitle

  • Moderator tools

  • maybe depressions

This is way too much to have around 45 users with these permissions. It's more of a trusted member than a mod section.
