It's just harder to track due to how everything is being attempted to be hidden. Here's an example, remember when the Twitter attack happened? All those large famous accounts were hacked and people sent thousands of bitcoins to them. How do you think it got tracked down? It was tracked. Nothing is 100%, unless you make it 100%.
