You should always update your BIOS if an update is available, all boards have an update utility these days. ASRocks is called Instant Flash I believe.

Have you had any power outages recently, or done a large amount of plugging/unplugging shit into the ports? This can cause damage to the USB 3 bus, USB 3 uses a separate power delivery system and also a separate chip so it is possible for USB 3 to stop working properly and USB 2 to work flawlessly.
Your mouse, keyboard and microphone should not be in a USB 3 port anyway as they don't need the bandwidth, thus it is wasteful and can cause compatibility problems.

Once you have the latest BIOS turn the PC off properly, then unplug it from the wall. Press the power button several times and leave it a minute. Boot it up and see if it works.

Some peripherals just gain hatred for the USB 3 interface after some time, my external HDD is USB 3 and no longer appreciates the interface thus locking it to USB 2. Obviously unlikely for multiple things to do this, so it is possible your bus is damaged or your OS is dungoofing. It would be better if you had a USB 3 storage key (a USB lel) that can perform faster than 48MB/s so you can see if it's the bus. To see if it's the OS would require a reinstall, or to dual boot another Windows or Linux and check it through that.

but Pulseeey, USB 3 works the best for my keyboard.
