You do understand how much time it takes to make certain art, and if you just refuse to pay them, then you wasted a lot of time / opportunity for money.
There's a reason why not a lot of people take commissions anymore from people. It's cus they're afraid they're gonna work hard on something, then the guy will just be like "nah not paying you"

I agree with this, tho it depends on the person, i myself dont have a portfolio or didnt want to get paid, but in more serious work the payment comes first, or what some artists do is put a watermark on their art and only remove after payment
