That's not the case, actually.

Mixed Reality is basically Microsoft's budget VR goggles. They're actually pretty cool, and there's a app on the Steam store for free that adds support for them with OpenVR/SteamVR titles.

Now, when it comes to differences, I vastly prefer the Vive's tracking setup(no cameras, it's all laser beam magic), but you can't beat that dirt cheap price for VR.
