I'm not really sure if that's going to be possible, it would probably require steam authentication to play, and steam is supposed to completely lock you out.
Even then, people who use that would probably get a VAC ban and the game would just be fixed.
That's a good point though.
There are groups who "Crack" Steam Verification, I imagine it would have some sort of third party verification.
