I need some advice

I live in a country where almost noone has any guns or weapons. I however have been lucky enough to get some and i see a big potential in controlling drugs in my area but i have no idea where to start I have a team of friends who are willing to help but I have never done this kind of thing before. currently we only have wannabe gangsters with knifes selling weed. (weed is ileagal in my country)
