There's also the question of the Japanese side of twitter being a huge market for twitter. The original character limits that twitter had is very different for Japanese characters and you can fit a lot more into a similar amount of text compared to English. As such Japanese twitter become a pretty big stronghold pretty fast and is as far as I can tell still somewhat vibrant compared to the death throes of English twitter.
