If the system is installed on the C:\ drive and Photoshop is installed on another drive, you can try this:
Install the default plugin without changing the path, then manually move it to another disk.

Choose a permanent place on the other disk for the moved plugins, better all in one folder, example:
C:\Program Files and ProgramData\(folders with plugin files) > D:\Adobe\Photoshop\Plugins\(folders with plugin files).
Move plugin file folders, example:

C:\ProgramData\DxO > D:\Adobe\Photoshop\Plugins\DxO
After moving the folders with plugin files from C:\Program Files and ProgramData to the D:\ drive, you need to create a shortcut to them in the same place and with the same name on the C:\ system drive.

1. After installation (before launching), temporarily delete api_app_state.json and cre.dat from the following path: C:\ProgramData\Topaz Labs LLC\Topaz Sharpen AI.
2. Launch Sharpen AI click login > login (fields can be left blank) then close the plugin window.
3. After creating a new cre.dat file, copy the api_app_state.json file to C:\ProgramData\Topaz Labs LLC\Topaz Sharpen AI\ folder.
After re-launching the plugin should be activated.
