I want to download some premium designs but it says I need 15 posts. Is this replies to threads or just posts in general?

Post and threads. Both count toward your post count. Take a look at the help documents at the top of the forum and it should tell you everything you need to know. Also the search function will work great.. This question has been answered plenty of times.
