Just like if I did a report on UK,USA,FREANCE etc you would see a high% would be able use computers, yet in certain area's of these countrys the % would be lower, if we take into account the older generation that dose not use or want to use. As much as we havea babyboom, we are still outnumbered by the number of older people.

As most of the population lies between 40-80 y.o. this seems to be actually true. They don't need to know the stuff, the people rely on other (more basic) things to live. Also the poverty is a factor.
I think Language, and not modern skills, is the main barrier in today's world most problems.
