fullermoe is definitely helpful, but if you wanted to go from scratch i would take a look at old rap tees/wrestling merch, or even bootleg concert merch from the early 2000s. the vibe is all very similar and mostly requires gradient and bezel overlays in photoshop, along with some minor halftone photo edits i would say
