Do you mean you want to know who can create logos or what programs to use? If programs, I use a mix of adobe photoshop, illustrator, and affinity designer. Affinity designer is very cheap and takes Photoshop and illustrator combined into one program.

In my opinion photoshop is the top rated picyure editor.

Sowwy, but the best logo builder is me in the whole world. Nobody can build a better logo thingies than me. Also, you can't either.

Program wise Adobe Illustrator and Photoshop. To find the best designer google logo designer and then look at peoples work.
