About Joker. Why doesn't Arthur's doctor recommend a new doctor after their session?

Why doesn't Arthur's doctor recommend a new doctor after their sessions end so he can keep getting his meds?

I'm gonna be completely honest with you, I have no idea

Arthur was broke, and he was getting free counseling at some sort of clinic. Maybe she didn't know any doctors that Arthur could afford - she did say that the state was cutting their budget, so that probably meant all the free mental health clinics across Gotham.

Arthur was poor, and the reason, he visited this doctor was some city program, that allowed him not to pay big bills after visiting. So probably doctor knows, that Arthur don't have money for a normal doctors
