Advice Needed Photo Camera 4K

First time writing here so I might as well ask for some advice on something I can't decide.

I'm looking for a Camera that can shoot quality pictures.

My budget is about £600. I can purchase a lens for it but it would help if it comes with a lens already.

ATM I have looked at SONY and Panasonic cameras, just whatever poped up on Amazon for a 4K camera. Any advice is appreciated. Thanks.
