The more you stop them the more they'll want to do it. You job is to educate them so they can make their own well informed decisions. Also, children shouldn't be smoking if they're under 18 whether it's weed or regular cigarettes. After 18, it depends on how you've raised them and you have little say in what they do with their life unless of course you plan to threaten them by kicking them out of the house.

It really depends on how they look at life, not that I would be one of those parents that would be anti weed but I feel like if they're doing what they want in life and chasing the goals they want to do as long as they're getting that done it would be okay.
