Unity has a rep of being used for programmers that make bad games, but ofc it dosnt matter if your good UE4 is good too, but harder to use than Unity (from a non coder perspective)

Unity and unreal engine are going to be the best in general without the biggest learning curve but if your looking for specific genres you can find tools that will be better like if you want to make a rpg it will be easier to make with RPG maker.

Right now I think its unreal engine due to their partnership with Quixel. Unity however has more tutorials. It all depends on what kind of game you want to make, if its 2d go with GameMaker. I suggest you pick up a tutorial series and follow it along day by day and before you know it you will be a natural.

What do you think the best all around Game Making software is that is easily available to the public not company exclusive engines built from scratch

I personally really like unreal due to the graphics and have only really used it but I will say unity has a bigger asset community and more forums and support but overall I still give Unreal it due to the amount of time that can be saved doing graphic work and etc but each to their own.

-ps I like them both and no graphics is not the only thing that matters....
Unity, it's great for people new to making games, but as you get better and your company grows - be sure to switch to UE4.

+1 for Unreal Engine. Been using it for quite awhile now and its integration with Quixel Megascans along with its extensive marketplace and tons of tutorial videos on the web make it a great engine for quick but impressive game building
