CodeCademy. Its free version is very good, but if you want to be as fluent as possible in a short amount of time the pro version is recommended.

I used SoloLearn.com with really good results. CodeAcademy is good but I dont really use it and if you want ultimate course (that worked on me aswell) then codebabes.com

Udemy would be a good place to learn webdev but if you don't have the money to spend you can also visit https://www.freetutorials.us/ for free udemy courses or look up for ebooks.

I learn the html, css, php only by using google search and joining webmaster forum.

Try to build your static website from scratch and ask the forum all the thing you want to know.
