Well if you're beginner I suggest you to use something like Wordpress or Joomla to make them.

I would suggest using PHP.
Many large websites use PHP on the back-end and javascript on the front-end.

It's more of a standard for websites, these days.

You could also expand your horizons and explore other languages such as Ruby, etc.

-HTML
-CSS
-PHP

A person told me this when I was a beginner, and I am VERY glad I listened and followed the tutorials on W3 schools. If you REALLY want to learn, you will end up on that site eventually.

I preffer JavaScript

You should start with html and css ! And my choice always is a ruby Why i choose ruby ? Look to soundcloud and FB ( 30% HACK+ Ruby ) ..They are your perfect !

It all depends on what you're doing, but a good place to start would be wordpress or joomla.

Learn HTML & CSS then move on to JS.

Once you have a basic understanding of all of those things you can try to learn back-end languages like PHP or ruby, or even python if you want.

Learn as many languages as you can, i would start with java script. If you are still in school see if they offer anything.

Learn HTML, CSS and JS as the backbone for any website, personally I enjoy writing in Bootstrap as its a framework that allows you to build responsive sites with minimal work.

PHP, Laravel or even javascript frameworks like Node and Angular allow you to create login systems and user access.
