For my PC I use NordVPN for my phone I use TunnelBear(free)

For PC, you can get OpenVPN for free and use VPNBook and use limited servers on there: https://www.vpnbook.com/ (good part about this is its all free and easy to set-up).

It's a matter of personal preferance. You can try NordVPN if you can pay for it, there are several other free VPNs that you can use.
You can also stick with Tor if you're just looking to browse.
