I don't understand this question, although if you want Core plugins I recommend Essentials + Worldguard + World Edit. Though there is great plugins that can do Essentials much better and efficiently. Though if you want a good plugin you should checkout my stats plugin I coded!

You need many various plugins to start a server. Essentials, GroupManager/PEX, WorldGuard, etc.

that's depend what u want to doo if u want to build map or just create faction serv etc

Overall, I think the best minecraft plugins in my opinion are: World Edit, Epic World generator and murder mystery minigame is paid but it's cool
