Victor Tsoy. It's a Russian rock singer (yes, it sounds wretched), but his songs are popular even abroad, for example in Argentina and Mexico he is accurately listened. But I think that his work is more understandable for Russians. After all, he sings songs with meaning, about situations that are only familiar to the post-Soviet space.
