Agree about social media. It's actually relevant for the small businesses to use any of existing ways for getting more twitter followers https://promorepublic.com/en/blog/get-fo...s-twitter/ for example.

The best way would probably to interact with people normally through social media, but like the guys above said you can get bots/other people to promote your stuff for you.
This forum actually has some people who seem to have been selling views and followers for quite a while now, I'm even considering it myself.

One of the most popular dudes on reddit only got there through botting, just uh, be sure to hide your use of it when you make it big.

engagement groups, its nice but i dont know what you mean with self promo, on insta works pretty well.

Create a blog , build a brand , promote trough all advertising channels.
