CP units are used to intimidate citizens, not exactly used to keep law and order. The combine soldiers are more reserved for that. Also, CP units don't even use APC's that often, the soldiers do.

As withered said you have CP in place for a specific deterrence rather than keeping "law and order" as a normal police officer would do. Overall it is just something to add more fun and RP
