Completed Userbar Hue changer

Whilst Left/Pika whatever you call him figures it out, I'll request it in case anyone knows how to do this or has the plugin

If anything all im currently looking for is hue, not worried about saturation to much.
I've got an example of something I made to test the hue rotation

I used my admin userbar from my own forum, rotated it and unsurprisingly works.
Basically I'm looking for something like that, doesn't have to have a slider, could even be where you type in the amount of rotation you want.

You could maybe try to not steal parts of our theme for your site. But oh noes, you guys are even too dumb to steal properly.
