Computer browser Video Buffering

Hey anyone know why my PC browser isn't buffering videos at all...YouTube, netflix .. nothing...but on my phone and TV's it loads just fine?? I've cleared my cache and even reset my pc to factory settings but nothing works? I'm plugged in and currently using edge but I did try chrome and still nada??
