The thing is, it does help you create a vccBut it CANNOT be used outsideof russia, you need a vpn and a russianver of the site, and even with that I don't think it'll work

Yeah that's what I said. Because OP commented that it also works outside of Russia. Plus, even if we have to make it work outside Russia, we'll have to fill out documents and it's not eligible to all countries tho..
