Custom Drop-down Menu (IPS 4.x.x)

As far as I know, this only works with IPS Default Theme. If you want to do it with custom themes, do it with your own risk.

Log into you AdminCP, go to Themes > Default > Edit HTML & CSS.
Type in the search box "Navbar" and locate
