Dead Topic Protection 3.1.1

This hook will prevent selected groups from posting in dead topics. You can set: [*]Groups affected [*]Forums where it will happen [*]Number of days to a topic be considered dead [*]Messages [*]If you allow new post (if don't, Fast Reply won't show up)
Compatibility:
[*]Version 3.1.1 => IP.Board 3.4.X & 3.3.X [*]Version 3.0.0 => IP.Board 3.2.X

Try changing the version numbers so it lets you install it, or can you ignore the version number like MyBB can?
