I wouldn't say the dumbest as a baby we were all dumb technically what you mean is, she hasn't learn't information that some people in humanity know about.
You probably would call yourself bad at Maths, but I would call you 'dumb' right. Nah the only reasons for being 'dumb' is not having certain knowledge about something like Maths or anything.
