Video Usage: As any one who has the power to warrant/wanted etc(set in DarkRP jobs), you can simply look at someone else(who isn't a police) and press F2 to open the fining window. You can input the amount(not below minimum and not above maximum), and you can fill out the reason for the fine. Features and configuration:
Minimum fine
Maximum fine
Changing text on buttons/labels/messages
Split fine-money amongst all government employees
Cooldown between the fines
Freeze players when fined
Set which teams are allowed to fine people
Wanted reason for refusing fine
There should be no ways to abuse it; set a maximum time for how long it can take the police to write the ticket(so he can't go AFK with the offender frozen), auto-remove tickets on disconnect, can't abuse it with your own net messages etc
