It doesnt have anything to do with rtx cards, although the better your graphics card the more precise lighting the effect can be according to the settings

Also the only downside of Reshade is that it cant detect windows, water, smoke, fire, godrays etc, instead it will look like the Ambient Occlusion is bleeding through those,so saying it makes "fog realistic" is incorrect

Works with any card, but the lower the performance your card has the lower you have to set the settings so itll look worse compared to owning a new gen card
