That was a shopping cart glitch when they were first released there was a glitch to kill everyone on the server with a shopping cart, I don't personally know how it worked but it is now patched.

Yes its possible there are cheaters who are using Private Hacks and detecting them is a bit hard . Most of them get BAN but there are still some
