What should i do in terms of removing or installing applications, browser, and other programs etc. on a fresh install of windows 10?

I basically disabled most Microsoft preset programs,they are mostly shit anyways.
I kept a note of what programs and tools I usually use and downloaded the installers on a flash drive to make the jumpstart quicker.

A side memo:You can make a backup of your files at a specific moment and after the reset get back on that state.I think you can customize what that backup has,but I personally prefer to do it manually.

In terms of browser,if you can,try to not get used to chrome.Even if it's much more versatile,the RAM usage is out of this world.
Consider Edge,he is objectively good now.

I prefer not to backup my files and stuff in case any risk of melware or whatever, I just like to start fresh like im starting a new life over.. Yea, chrome is my preferred browser that's why im looking for alternative options cause im sure that can be heavy on RAM usage.. Good idea on the flash drive, i just need to figure out what installers i need

Same.I have reseted 2 times and both of those I have started anew.
Since you don't care about Chrome,I would suggest Mozilla or ,quite honestly, Edge. Mozilla is of the same calibre as Chrome and Edge is the most compatible and easy to use.
The flash drive life hack might seem dumb and useless,but trust me,it is way handier to do it now.It allows you to have a lot of idle time when reseting.
I'll tell you what programs I usually use to give you some ideas:
Winrar,Deamon Tools, Adobe,Java ,CCleaner, torrent, AOMEI partition , Teamviewer , Translucent Taskbar( try it out)

As for Antivirus,the best free one I have come across is 360 Antivirus.
