As I heard GSA searh ranker submits your url to toxic sites which are already discovered by google.

It will be the waste of effort and waste of money to use it. Google doesn't works on Backlinks generated by GSA but rather it will give you a negative penalty for it. Backlinks if they matter now for Google should come from reliable sources which are only possible by creating a high quality content.

Wow this much misinformation. I will try to answer the questions and opinions.
1. GSA Search Engine work pretty well for Tier 2-4 Backlinks NO TIER 1.
2. Backlinks are incredibly important for ranking your site so they do matter for Google, a lot.
3. You need high quality Tier 1 backlinks and after creating them you need to dripfeed them with a indexer. Same goes for Tier 2 and 3 backlinks
