Isn't Unreal Tournament open source?

Yes; however, the source code is currently locked behind a private repository that's accessible by being in the EpicGames group on GitHub.

Won't this be out of date by next week?

Unfortunately there hasn't been a commit to the repository since 2017; but with the team's efforts being devoted towards milking the Battle Royale craze with Fortnite, this takes time away from the development of Unreal Tournament which has left a large back-catalogue of pull-requests that will unlikely be merged until the end of Fortnite or until they decide to get back on track with Unreal Tournament.

If you also want me to, I could attempt to grab those pull requests and upload them as "mods" for Unreal Tournament. I won't be able to test them out fully, but I can try and test the most popular of the "mods" in the list (according to the community's recommendation).

Why is the archive size so small?

Mainly because of compression and because the source code of a program tends to be much smaller than the file size of a compiled program. This is mainly determined by the compiler and the compiler settings used to create the program.

What's with all the copy-pasting?

Since I don't expect the viewers in this thread to have seen my previous thread, I have decided to implement some of the text from the previous thread into this one to minimize any potential confusion. I wasn't intending to spam or anything, just trying to ensure that I get everything needed in these threads without having to force readers to jump between multiple threads to make sense of it all.

Edit:
I should also probably mention (I'm surprised that I forgot to mention this) that if you're going to build this on your computer; then you will have to sit through a 20 GB download and need about ~100 GB of storage space for the game and its dependencies as well as Microsoft Visual Studio 2015 and WIndows 8.1 SDK.

I am currently skimming through the sources and figuring out if there's a way I can build this successfully under Windows 7 and in a manner where it can be treated as a standalone game:

Yes, this is the full source code of the Unreal Tournament Open-Alpha build that is also available for download from their little app (which I've only noticed recently has been trying to compete with Steam... I don't know what all of that's about since many have tried and failed to compete with Steam).
