Axis gaming, and superior servers are my two favorite server because they got original content and it's just plain out fun to sink your life into.

NxServ, Metro 2O33 Pure RP and GtaCity RP #1 is a best server. (French server)

A lot of DarkRP servers are good, hard to give a specfic one. I'd stick around with one that cares about its players and has a friendly and supportive staff team.

TITSRP is a pretty good server. It has a lot of custom jobs and you can buy your own custom job and vip (with ingame money). It has a lot of rules though and the server seems to be dying.
