On Java, no. unless new engine is implemented since shaderpacks relies on a rendering framework (like Optifine) and I think mods like optifine haven't implemented this yet(idk if it's even possible) Continuum Graphic team is currently working on a new render engine for Java version, which looks promising. It is said that the engine would do harware-accelerated raytracing in the future.

Utilizing RT cores with Java is not an easy task. And the team behind Continuum.. cant just change the entire way Minecraft Java runs to utilize those ray tracing cores. They are just going to use pathtracing just as they copied from Sonic Either's PTGI... yes I said it.. but seriously they are still using the optifine shader option which will have the same restrictions as Seus..
Ha I say this now but later im sure will have foot stuck in mouth.
