How are some sites still open?

I left the csgo community right after the whole valve TOS change for Gambling and shit but how are some sites still up and running?

Theres always ways round stuff.

Some sites use another method for trading.

Many unboxing sites are still around, not many related to roulette or those sorts of ordinary casino type games
