Yeah Buying locally is the best option. Some sites are instant but do your due diligence. Localbitcoins.com is a good top choice. Hooe this helps

I recommend you read up on some of the bitcoin sites, some do give out records of purchase to the police. Just a heads up.

I would stay away from bitcoin personally. It's highly unlikely it will explode again. Look at some others like light coin etc.
