How do people find these altcoins?

I would also suggest to keep an eye on reddit crypto rooms. You can find some hidden nuggets there which can point you to the next big thing. Recently read somewhere that crypto domain names are now some of the hottest in demand. Keep an open mind and note them somewhere so that you can get one for reselling purposes later on.

You should be extremely lucky to find an undervalued cryptocurrency today.

I'd try finding and asking a few people big into the crypto industry or use a site like Reddit.

Get into the crypto scene and figure out which projects are up and coming. Hit up servers on discord, irc and riot/matrix and ask people.
As has been said before it's tough to find an undervalued coin but I imagine they are out there.
There aren't a lot of new coins that us POW as far as I know.
