It is more like how fast the server-side PHP is generated. That is why it is the same for everyone, otherwise connection speed would reflect on it.

This is nothow long it takes for the page to be served to you (you see it).
This is how long it takes the server to process the code (PHP).
The code used to calculate the time is PHP, which is processed before your client even gets any data from the server thus it cannot tell you how long it takes for you to load the page. This would require Javascript as that loads client-side and not server-side.
Your internet speed is fine, it doesn't reflect on the time shown.
