Yea they could try to make a lower price then what you would expect but then that could mean you have some kind of idea of what/how much you already want from them. Some people said about hourly rate aka how much time it will take you to deliver the job which is something you have to define at start. If you just starting you need to find the balance beetween what you expect from them and what you think your time is worth, more often then not in my experience they will come out with some offer even before they talk to you lol
