Lol, I can run that with over 100 frames on some of the best and CS:GO as well with similar frames. I can run Fallout 3 and New Vegas, amazing games by the way, and games such as Chivalry and Civilizations V.

Well, with those specs his motherboard might need to be upgraded too. Might as well start fresh while maybe keeping the case, PSU, some cables, and some peripherals. Though with those specs I bet the monitor needs an upgrade too.
But anywho, any games that can be run on DOSBox, any classic console or handheld emulators, and any game from the early 2000's should run on your PC.
My old PC I just upgraded from was worse actually. Intel core 2 quad q6600 Aisaka.4Ghz and 4GB DDR2 RAM with a super shitty quadro that had 256MB VRAM. Although, it never had a problem running league of legends.
