thats because paypal has an amazing system for chargebacks, and its very hard to proof you sold someone cryptocurrency since its completely anonymous
so that other person that bought it would most likely win the chargeback and get his money back

Like Iconic has said xcoins is one place,don't wholeheartedly recommend them because it took over a month just to get verified, sending selfie and ID and all that. I think I had to resend it 5-6 times. Support was good they answered every email i sent in a pretty timely manner. They do charge fees.
