You can use Cex to buy Bitcoin or change for other value.

Open a Bitcoin wallet (Online or download the official wallet from the bitcoin website) and then search for "buy bitcoin *your country*. You should also have a credit card, because most websites that sell bitcoins or alts will only accept credit cards. That means no PayPal.

I'd say use coinbase for a wallet. That's what I use.
