Find new skybox for your server. If there is, i am not remember.

turn your pc off and on and if that doesn't work then uninstall the game completely

You got stormfox install by any chance? That might cause an error if your on downtown

You need to install CSS textures to see the sky. Most maps do not come with a sky and just have the skybox while others do. To get the cs textures look up cs cheater.
