First step on getting players, is collecting a good community.

Next step on getting players, is get mature staff members.

Final step on getting players, don't be that 10 year old that acts like you are the boss of the server, and say you will ban someone (perma)if they don't do something for you.

I think for starters you would be interested in getting the proper exposure for your server, so you would be able to form a community in the long-term.

However, this is common sense, you have to help them reach these goals by explaining what they can do.

Just be considerate and offer a rewarding time for people. Having good content helps too, but even some freebuild servers have been going for years with basic props/addons etc
